The public sector has its own special challenges
in the area of procurement. Many countries and institutions have
special rules and guidelines for the procurement process, and many
organizations would like to combine their efforts and have a
more collective approach to procurement. Additionally, the twentyfour
hour economy challenges the public sector to enable bidders to
gather and submit information on the tender electronically any time,
day or night. CAPS™ för upphandling (CAPS™ for procurement) is a procurement application
in Swedish, designed specifically with these issues in mind,
and targeting the Swedish public sector with its own specific
needs. CAPS™ 1.0 for procurement was released in
October 2003. An English version will follow.
